In 2004 there was a large-scale police operation called "Operation Augusta" in the city, but it was also stopped shortly afterwards with the support of the city council. At this point in time, 57 victims were already known - mostly white girls between the ages of 12 and 16 - and 97 suspects.

Only three of the perpetrators were later brought before the court. According to the document commissioned by Mayor Andy Burnham, the police had already been informed of the names, addresses and even places of work of suspects.

Manchester Police Chief Ian Hopkins, who has only been in office since 2015, has apologized for his predecessors' mistakes. "I am personally disgusted that nobody cared about these children and the terrible abuse they suffered," said Hopkins.

In the past few years, cases of mostly Muslim child molesters' gangs who have abused children in the cities of Rotherham, Rochdale and Telford have come to light. In Rotherham alone, around 1,400 white British children suffered sexual abuse between 1997 and 2013. The police did not intervene there either because of "misguided political correctness", as an investigation found at the time.
