German Interior Minister wants to change the constitution for more cyber security

Federal Minister of the Interior Nancy Faeser (SPD) wants an amendment to the Basic Law before the end of 2022, which should ensure more cyber security in Germany.

Berlin - "We want to strengthen the defense and thereby bring the federal government into a leading role," she told the Redaktionsnetzwerk Deutschland (Saturday edition). Only the federal government can effectively counter complex and cross-border dangers from cyber attacks. "We have a great deal of expertise with the National Cyber Defense Center and the skills of our security authorities, which we have all pooled there," says Faeser.

But the central role of the federal government must be enshrined in the constitution. So far, averting danger has mainly been a matter for the federal states. In doing so, one would also have to "think about active measures that go beyond clarifying an attack," said the minister.

"We need ways to affect the systems that are being attacked, thereby stopping ongoing attacks or preventing new ones." You also have to talk to the Union about the amendment to the Basic Law, "which we want to do quickly," said Faeser. Everyone agrees that there is a great need for investment here.

There are "positive signals for this project" from the federal states. In addition to the Bundestag, the Bundesrat would also have to agree to an amendment to the Basic Law with a two-thirds majority.
