Draft law in Germany: 50,000 skilled workers are to immigrate every year


With its reform of the skilled worker immigration legislation, the federal government wants to bring an additional 50,000 skilled workers from third countries to Germany every year.

Berlin - This is the result of a draft bill by the Federal Ministry of the Interior and the Federal Ministry of Labor for the law on the further development of skilled worker immigration, about which the newspapers of the Redaktionsnetzwerk Deutschland will report in their Saturday editions. "According to the Federal Government's estimate, the provisions of the draft law could increase the immigration of qualified third-country nationals for the purpose of employment migration by 50,000 people a year," it says. According to the paper, the federal government plans to introduce a so-called "chance card" based on a points system for people with a foreign professional qualification of at least two years.

"The selection criteria include language skills, work experience, age and a connection to Germany," it says. The "chance card" offers opportunities for trial work or part-time employment. "In order to receive the chance card, at least six points must be achieved," says the draft.

Furthermore, a residence permit based on a so-called recognition partnership for pre-qualified third-country nationals is to be introduced, which means that a recognition procedure only has to be started in Germany. "Employees and employers undertake to carry out the recognition procedure quickly," it continues. In return, the skilled worker can take up employment in Germany from day one, which should secure a livelihood.

In addition, the government coalition wants to further develop the "blue card" system. Changing employers and family reunification should be simplified for holders of this residence permit for university graduates. The federal government also wants to make it easier for foreign students to work in Germany by facilitating secondary employment during study visits.

"This is intended to attract more students from abroad who have considerable potential as future academic specialists," says the draft. "In addition, some bans on secondary employment, especially when attending language courses, will be lifted." In order to solve difficulties with the immigration of skilled workers, a first point of contact for skilled workers and companies is to be set up in the Federal Office for Migration and Refugees (BAMF).
